if i copy an OS cd to a USB drive, will it boot?

i found a CD drive in my basement that i put in that spare computer i was talking about and i put Ubuntu on it, but if i wanted to install something from a DVD, could i copy the contents of the cd to a USB hard drive and boot from it? like vista or 7 or anything else that uses a DVD.

Yes you could as long as you make the drive bootable
    Check out this tutorial
Bootable ISO - Create from Installation Files

Or theres an official MS program on the net for making bootable flash drives for win 7 installation

no as different os's use different file types ... Although I believe that most of the popular OS's do have tools that will make a USB drive bootable...

The computer's Bios still has to be able to be set to Boot from USB or an enternal source I think, or it may still not boot
