Shutdown not admin process?

ill post this in here as i dont think it really counts as a proper question....

just a wierd thing iv come across, its probably quite obvious to most people, but i just found utorrent (legal only of course) has a "shutdown when finished command" that can execute even when not running "elevated" i was expecting it to fail as UT wasnt running elevated, but it shut down flawlessly

now call me thick... but surely shutdown is an admin command? i know normal users can shutdown too, but i just sorta assumed that it gave it admin for that purpose. whats to stop any old bit of software shutting down/restarting your computer without your say so?

or am i just being a bit thick?

Running Process Explorer as admin?
I have a home-office computer running Windows 7 HP 32. Is there any advantage to running Sysinternals Process Explorer as Administrator? I've tried it and can not see any difference. Just wondered if I was missing anything useful by not running it elevated.
