Try Control panel > add remove programs > windows components. It might ask for the CD so if yours was modified with nlite or something similar it may not work.

    yes it's modified with nlite
i figured this out from sysoc.inf file located in c:\windows\inf
so, if i downloaded a SP3 update from microsoft & installed it, shall this fix those disabled programs ?

Hard to say, SP3 might not even install on your modified setup. The service pack only updates select files and adds some features, it doesn't reload the whole OS. It's a bunch of updates, etc. I'm not up to speed with nlite so I don't know if it actually strips the features off of the install image or just prevents them from being installed. If it just prevents them from being installed you should be able to put them back from add remove programs. Try it anyway the worst that will happen is you get an error when windows can't find the files on the CD. I'd install SP3 anyway just for security reasons.

now when i go to add/remove >> windows components >> an error "setup was unable to open information file fxsocm.inf" >> "The specific error code is 0x2 at line 0"

but the sysoc.inf file is no longer showing edited by nlite, so i think it's now genuine, but i need to access windows components but it shows an error as explained above
