Sápmi is the name of Lapland in Sámi language, spoken by the Sámi people (the Lapps). Today there exist less than 30K native Sámi speakers.
Sápmi, the Lapland (red area in attached map), is located above the Arctic Circel, in four counties: Finland, Sweden, Norway and Russia. Governments of all four countries are supporting the preservation of the culture, language and traditions. The Sápmi Parliament is chosen from all four countries, and it has an advisory role in political decisions regarding Sápmi, Lapland.
