Doesn't mean it cannot change. Bear in mind Steve Ballmer is now the leader of Microsoft now, not Bill Gates (which was the leader on all OS's prior to Windows 7).

The first one i.e. "Vista" is the new concept and the second "Windows 7" is the finished product.
BTW, I'm ready for Windows 8!
