Every time I restart our HP ProDesk 600 (Win7 64x), the start menu looks like it's a first time boot - icons for XPS Viewer, Fax and Scan, Projector, Magnifier, etc. are all there for me to delete every time I reboot. I have never seen (or heard of) this before - is there an easy fix for this...

can't login to an account, brings back to the login screen
when I try to login to either of the accounts, it flashed for a second and then goes back to the login screen. I did an offline defender scan and remove a few adware, but I don't think they were the cause. Is there any way I could monitor the login process and see what's failing.
