It's always encouraging to hear that American culture has such a worldwide influence
    What is the "encouraging" part?

It seems most likely to be the work of Archie Campbell, at least according to Wikipedia (Archie Campbell - Wikipedia, the free encyclopedia).
It appears that Archie Campbell did do it but i have a DVD recording of Ronnie Barker doing this on the two Ronnies show in the late 60's or early 70's I don't know who did it first though.
Check that DVD carefully: no-one has yet been able to find footage of Ronnie Barker saying the words, so I suspect you may be remembering something similar but not the same ;-)
My apologies clunkfish just finished ratting around my cupboards and you are right it is not on the two ronnies DVD.I found it on a Freddie Starr one I could have sworn it was Ronnie but the memory was playing tricks on me
