Change desktop backgrounds automatically based on time and weather?

I want it to integrate with the default weather desktop gadget so that the current weather and/or time is reflected in my desktop. If possible I would like it to have a GUI so you can easily change what backgrounds/themes associate with each feature. I wouldn't mind doing the coding on this myself but I'll go ahead and say that I'm 15 and no almost nothing about building something like this from scratch.

    1- Is it possible
2- How hard would it be to do this with all the features I mentioned
3- Is there any way I could do most of it (or any of it) through Visual Studio 2010 Express?
4- Better yet, could I make the app into a desktop gadget itself?

Plz, plz help, I just came up with the idea for this today and while it would be awesome to actually pull off I have no idea what exactly I need to do.

I've never had the inclination to try it out myself, but have you tried Rainmeter? I see many sample desktops showing the date and weather conditions, among the numerous other options.

    I found this:

LiveU!: Mobile Screensaver & Wallpaper that changes content based on Current Time of Day by Tech[dot]Blog

But it's for mobile devices. Your idea would be a really cool live screensaver/weather app. I'd be interested.

Here's a program that changes the Aero color based on temperature or conditions. Not exactly what you asked for, but could be something to use in addition to whatever else you come up with:

AeroWeather Automatically Changes Windows 7 Aero Color Based On Temperature
