Well, i installed a custom theme that i downloaded and it changed it. So it is possible to change it. I am just trying to find a way to change it back to something usable while maintaining the rest of the theme.

and i am talking about windows 7 desktop OS not windows phone.

I make custom themes with Ave's Windows7 Style Builder & the outer frame is the same as the outer frame of the explorer window the text color is the same as a explorer window color like the notepad where you type in it the keys cannot be changed

I am actually seeing a bit different of an issue. When i type in Notepad the letters are almost white on a grey background (grey much like the buttons on OSK) however the OSK is not the same, it has very dark grey lettering just a bit darker than the standard key color. The explorer background isn't bad.

It can be changed but you will need to ask Mr. Grimm it's not cool to change someones else theme. It's a window color change. If you look for a other theme look at the note pad window it will be the keyboard text color on OSK. Screenshots is that theme of Mr. Grimm
