Windows 7: Changing Wallpaper Fade Time

Windows 7 Professional 64-bit

Although this answer is quite late, I have been searching long and hard before I got the answer that I wanted and therefore I think I should share my finding.
What you are looking for I believe is not anywhere in the Windows GUI, but it is in the registry:

Start Regedit
Navigate to:
HKEY_CURRENT_USER\Control Panel\Personalization\Desktop SlideShow
Edit (or create) the following value:
Name: AnimationDuration
Value: the number of milliseconds that you want the transition to take

I believe the default value is 2000 (decimal), meaning that one fade completes within 2 seconds. Personally, I like to be less distracted and set a value of 5000.
What the valid range of values is I don't know.
You should probably at least log off and back on before the new setting takes effect.

I hope that this can take away some frustration about answers that were not to the point.

Wallpaper not changing size
I go to personalize then background and try different sizes for the wallaper like tile, fill, center and it stays at the same place and not changing size. How can I change this?

I have one clip in the timeline. I would like it to fade in from black and fade out from black. I know I can split the clip and fade in the first half and fade out the second half but there is always a little 'skip' in audio where the split was made. Any ideas?
Changing the Time Rotating Wallpaper Changes?
How do you change the time of day Windows changes the background with custom themes? Right now it changes at like 6PM, so I see a new one in the evening, then I see it again the next day until it rotates again. I'd prefer it to change at like 4AM so I see one a day.
