How to move down the administrator picture window in Windows 7 Home E?

Hello I would like to move the picture window of my profile on the Start menu but I don't know how to do it.

I would like to move it down like this:

Is it possible? I believe I have seen some computers with Windows 7 installed having the picture administrator where I want it to be.

Windows 8.1 ; Windows 7 x86 (Dec2008-Jan2013)

If you do not want to look for and install customized themes for Win 7 (those things require patching some files in the system as well), you would have to give up Aero theme and switch to Windows 7 basic theme (Right click on Desktop - Personalize- Basic and High contrast themes - Windows 7 basic theme).

Basic theme has User picture where you want it.

Can i move the X window close button to the bottom of the window?
Hi, This may sound stupid but i need to relocate the window close and resize buttons to the lower part of the window instead of the top so i can move the window to the upper part all the way up and it doesnt bounce back. Is it possible? Thank you.

Move a window slowly on desktop, all other windows disappear..

Hello, I am the administrator (and only user) on my new Win7 laptop, so I have moved my library folders (picture, music and documents) from smaller c: partition to large D: partition, I have moved all my pictures from my backup USB drive to my library, then I installed Canon DPP editing...
