Hello jnoon, and welcome to Seven Forums.

You will need to be using an Aero theme to be able to have that screen. In addition, double check the items in the red warning box at the top of the tutorial below to make sure that you meet all of the requirements.

Window Color and Appearance - Change

    Hope this helps,

I see you have 3rd party custom themes You will need to do 1 of these 2 ways of Enabling custom themes for them to work.
Enabling Custom Themes - Windows 7
    Or
Theme - How to Apply Custom Themes

Are you using Windows 7 Ultimate as listed in your specs?

    I've done this before
    But does not work properly
And themes remain the color blue

    The second way
    I get an error message.

It sounds like you may have some sort of possible glitch from installing a custom theme or sorts.

You might see if doing a system restore using a restore point dated before you had this issue may be able to fix it for you.
