Ok, thanks. The read me in the download doesn't go as in-depth as what you're saying. It just says:
    System Requirements

    - Windows 7
    - Build 7000
    Build 7022
    Build 7068
    - x86/32 bit
Np, True, thankfully it was added to the web page

Hoping someone can help I did everything as per instructions but when I go to paste taskmgr.exe into system32 folder it tells me it already exists. i have searched all over the folder but cannot find it have unchecked all options in folder options in case it was hidden or system file and now I have no task manager at all. By the way I have taskmgr inside the syswow64 folder and it is th blue version but I get nothing at all when I ctrl alt delete.

I have just noticed that anything I copy to the system32 folder actually ends up in the syswow64 folder and that is why I cannot paste the taskmgr file there.

Fall back to a previous restore point and make sure follow each step in the readme file.

    1. Run TakeControl.exe with system privelage
note: alternatively you can use take ownership right click shortcut
    2. Click add then browse to C:\Windows\System32\
    3. Select: taskmgr.exe
    4. Click take control (note this program takes ownership of files)
    5. Change file extension of taskmgr.exe ~> taskmgr.exe.green in
    C:\Windows\System32\
    6. Copy the (blue) taskmgr.exe and paste it in C:\Windows\System32\
    7. Test it by:
    a. Ctrl+shift+esc
    b. ctrl+alt+del then task manager
    c. right click taskbar then task manager
    d. search on start menu - taskmgr
    e. run then type: taskmgr then click ok
    f. win + r then type: taskmgr then click ok
