Make menus only open if clicked on

I ssaw this tweak in a program called Ultimate Windows Tweaker and I liked it but I was wondering if I could put the tweak in without using the program? It's just to have it so menus don't open when hovered over, they have to be clicked on

    Any help appreciated

If it is what I think you want. It's in the start menu options. Right click the start button.

Sorry, I should have been more explanatory, I meant all menus as in browser (doesn't matter which), explorer, pretty well most applications.

You can increase the menu show time to something like 30 seconds, which will effectively do what you need. Here's how you change the time: Menu Show Delay Time

My system doesn't do that. Only happens with the start menu. Pretty sure I have done nothing to alter the way menus act.

All I get is balloons telling me what each button does & that only happens with windows programs. Explorer & IE.
