Sure, it is ION Setup, a software that ships with new meters from Schneider Electric.
See the screen cap I attach below to see the glow.

    Thank you,

    Ian

No, it is any application I open. For example, the glow shows behind the Window title in Lotus notes in the attached graphic below.

    Hi Jerry--

No, I don't have any program to download. The glow appears on any window shell behind the title, such as in Lotus Notes, Flare, IE, etc. Can you take a look at the previous verion of the theme you created where the glow was gone, and the background was just a solid color?
    Thank you!

    Hi Jerry--

Is is possible to step back to the version you produced on Wednesday where the glow was removed?
All looks good except that the glow still shows. I attach an image that shows the glow still appearing behind title on any window, such as Lotus Notes, Internet Explorer, or Snagit.
    Thanks,

    Ian

Switch to the default Aero theme log off and then log on you not need to restart your computer then go to C:\Windows\Resources\Themes and Delete the theme folder and the .theme file I made and start over with a fresh one below.

    Hi there--

I removed entirely the folder and Windows Theme file you created. Then I logged off, logged back in, then copied the new folder and Windows theme file to the location you can see in the attached image. It automatially creates a new, unnamed theme. The glow still shows behind any windows title in any application. Do I need to disable something in aero. or delete aero theme?
    Thanks,

    Ian

Do not delete the Aero theme folder or file you need them when you say it's creating a new unnamed theme I do not see it in your image.

Double-click on the .theme file doesn't do anything?

Yes, when I double-click that file, it says Please Wait, pauses for about 8 seconds while it is resetting themes I assume. Now however I get the old windows frames (not aero with rounded corners, etc.) but glow is gone now.
