Just chiming in, I have the same issue(s) and think the desktop background in Win7 is buggy.
Example: a primary screen (toshiba laptop) is 1280x800 and secondary (hp 24 lcd) is 1920x1200. Both properly identified and at native resolution.
If I pick stretch, fit, fill - win7 will center the background at the resolution of the small screen on the external display = giant black borders
If I pick tile, it will do some odd tiling job ... filling the big monitor.
If I pick center, it will actually fill the entire second screen properly ... as one would expect with stretch and/or fill.
