Search for "services.msc" in the Start Menu or a Run Menu, open it and go down to Themes. Stop it if you have not already. Right Click it and select Properties. Change the Startup Type to Disabled and press OK. Right Click on Themes again, select Properties and change the Startup Type to Automatic.

Then Start the service and see if the problem persists.

Okay, Home, restarted and the themes are not greyed out, but the enable transparency is still missing!! and the task bar and everything looks old like XP still. And I tried the 3d flip, never did it before but didn;t notice anything

    Mike,

From looking at your screenshot, it looks like you are using a "Windows Classic" theme. This would be why you do not have Aero or the option to enable transparency in the now gone "Windows Color and Appearance" window.

You will need to select to use one of the "Aero" themes instead before this will be available to you.

    Theme - Change or Save

    Hope this helps,
    Shawn

    That's great news.

Check to see if you may be able to get transparency enabled using any of the other options in the tutorial below.
