    Can you specify ? i learnt to customize windows from the themes that i downloaded (it carried a README file on how to customize) does it show some error of sorts ? if i am not mistaken, you should edit the UAC to allow 3rd party themes to install... README file in the theme download helps a lot for 3rd party themes...

    perhaps this you tube link should be a guide and help you, just came across this...
