    Try doing a Repair install. Don't worry, your files are still preserved, but you'll need the product key on your retail package or bottom of laptop before doing a repair install.

    oh.. i don't have the Win7Disc. Btw mine is Win7 ultimate, i don't think i have the upgrade button anymore do i?

    i didn't touch my registry at all. My pc i just install rainmeter and those themes only.

    I think this is not a problem, maybe you or someone who's Admin installed the Stardock Program or any program like Stardock that customize your PC.
    If you are not the only Admin, someone check "Install for all users" during installation!
    Uninstall any strange new customization program like Stardock! and see what happen!

    Erm, i'm the only one using. Its my PC, i didn't install any stardock those kind of things. I already write.. i only use those themes and Rainmeter

    Hey it seems like you have a theme installed.

    Have you installed any themes recently?

    Go to your desktop --> right click and select personalize ---> finally change the theme
