Hello Nirzan and welcome to Seven Forums.

Make sure you're following the steps in Option Two of this article, particularly Step 7, "save changes".

    Desktop Background - Change

If the problem still isn't fixed, your computer may have damaged or corrupt system files. Sometimes files get damaged because of malware so run a full scan using your preferred anti-virus suite. Since no anti-virus is 100% effective 100% of the time, it's always a good idea to run some additional on-demand scans. These are free and recommended. The more scans you run (one at a time!) the greater the probability your computer is not infected.

    Malwarebytes

    ESET Online Scanner

    SuperAntispyware

    HitmanPro

If your computer comes back clean I'd next run a system file checker scan from an elevated command prompt (option two.) If problems are found, run the scan 3 times and reboot your computer after each scan.

SFC /SCANNOW Command - System File Checker

Please post back if anything helped or not.
