If Gadgets are disabled there will be a message saying "Gadgets are controlled by Admin" If they are not working correctly they should show up and if they cannot connect in the case of the weather gadget there will be "Unavailable". Check your firewall. See if you can run the wallpaper gadget.

use a different weather gadget, there is one here very similar to the ms gadget and it works, this question about the weather gadget has arisen before this would be the easiest workaround, certainly better than a clean install, which doesnt work

    FIX FOUND !

To fix the issue with the Weather Gadget not working, do the following:

Open Windows File Manager, navigate to the following folders on a machine that has the gadget working.
Copy the folders onto a thumb / flash drive or across the network to the computer that the gadget is not working on, into the same folders there. You might want to do it for each user.

    1. C:\users\%username%\appdata\affected user\local\microsoft\windows\windows live\
    and copy the entire folder.

    2. C:\users\%username%\appdata\affected user\local\microsoft\windows\windows sidebar\
    and copy the entire folder.

%username% is the name of the User Account on the computer.

You could also use this instead, works just like the default one.

use the "down" arrow to save.
I will also upload it here as a zip file containing the gadget, just open and run.......NO nasties...I promise.

This package of gadgets works great with both win8 and 7. LOTS of good ones. :)
