Add Quick Launch Bar to Taskbar Context Menu

    Add Quick Launch Bar to Taskbar Context Menu


    I already know how to add the quick launch bar to the taskbar.
    (new toolbar, "%USERPROFILE%\AppData\Roaming\Microsoft\Internet Explorer\Quick Launch")

    But. . . What I want to know is,
    Whether there any way to add it to list of toolbars in the taskbar context menu like the address, links, and desktop toolbars?
    (So that it will stay in the list of toolbars even when it's turned off, like how it was in Windows XP.)
    And can I set this as default for all users?

    I know how to add the Quick Launch Bar.
    What I'm asking is can it be permanently add it to the list of toolbars.
    So that it's still listed when turned off.
