I am using Photoshop CS6 Extended, but it's very expensive (I only have it because my dad's company made a good deal with Adobe).
A good freeware program that you could use is GIMP.

As a matter of fact, I did have a PM convo with Razer regarding his sig..
And for as far as I know, there is no rep discussion? Al tho not needed, rep was being offered as a reward for making a sig.
But I agree Archie, rep discussion =/= rep begging and that's forbidden.
