Are you using 32-bit or 64-bit?

Intel® Graphics Media Accelerator Driver for Windows* 7(exe)

Try this one...it shouldn't be the same as the last one I gave you

That's a bit odd, perhaps themes didn't install correctly... it's not even set to the basic theme, which is a little odd.

I couldn't even view the first screenshot...

It may also be because before I upgraded to 7, I decided to try to skin my vista, but something went wrong. Do you think theres such a thing as resetting your themes folder? I don't have any system restore points either.

EDIT : Heres the personalization screenshot

Did you clean install or upgrade? Either way, I don't think that is the cause...

Edit: Looking at the personalization screenshot, you just have to select one of the themes under the "Aero Themes" header.

Oh...it appears the cat is out of the bag (sort of)

A repair install may be the only way to fix this. This is acomplished as Upgrading Windows 7 with Windows 7. Do a backup beforehand just incase something goes wrong. Hopefully that will put back the corrupted files along with the themes
