It may also be because before I upgraded to 7, I decided to try to skin my vista, but something went wrong. Do you think theres such a thing as resetting your themes folder? I don't have any system restore points either.
Oh...it appears the cat is out of the bag (sort of)

A repair install may be the only way to fix this. This is acomplished as Upgrading Windows 7 with Windows 7. Do a backup beforehand just incase something goes wrong. Hopefully that will put back the corrupted files along with the themes
Will that delete my files like a fresh install?

When you click the AERO theme does it instantly go back to the classic theme?

The skinning you tried in Vista...were you perhaps using something called UxStyle Core BETA?

When I click on the aero theme, It changes the wallpaper accordingly, but the taskbar stays the same.

I used VistaGlazz, Windows Blind, and some deviant art customizations by placing their various .msstyles inside, but for some reason it messed up by an unknown error.

I guess it's a clean install then, I'm still confused as to how this has carried over though.

Did the upgrade carry those programs over? There isn't an official version of Windows Blinds for 7 yet and it could have possibly brought the other files also...

Another screenshot...could you browse to C:\Windows\Resources\Themes and post a pic (or type it) of what is inside...

Something I just noticed, you do have the Aero theme in effect (glass borders at least), but not the taskbar.

    Hell...I just noticed that myself...

It appears something has went REALLY WRONG. I would reccomending backing up your data and first trying a repair install
    Repair Install

If the problem persists than go for a clean install
