Windows 7: context menu does not show files under new in explorer. win 7 sp1

win 7 64 bit ultimate
context menu does not show files under new in explorer. win 7 sp1

If i right click and select new over my desktop all of my file types are there.

If i do the same thing in explorer, all i get for new is folder.

Why? How to fix? Shellnewhandler shows the file types are selected.
