One for Arc :)
Not sure what they are trying to do. This is the way I would do it.
The first three steps cut the rounded corners from the image. You may need to add an alpha channel to the layer
first (Layer->Transparency->Add Alpha Channel)
1. Select rounded rectangle
2. Select->Invert
3. Edit->Clear
The next three steps shrink the original selection and save it as a path.
4. Select->Invert
5. Select->Shrink
6. Select->To Path
The next step restores the original selection
7. Layer->Transparency->Alpha to Selection
The next three steps turn the path back into a selection and subract it from the original to create a border
selection
8. Switch to the Paths dialog and select the path you created.
9. At the bottom of the dialog locate the Path to selection button.
10. Hold CTRL and press it (Subtract path from selection)
You now have a border selection which you can fill.
11. Switch back to the Layers dialog
12. Add a new layer and fill the selection with your desired fill.
