WinCustomize: Your home for Windows 7 themes, Vista themes, and XP themes, skins, wallpapers, dreamscenes, icons and everything you need to customize your pc. What about something like this? The themes they offer, they have files to download but im not sure how to apply the themes etc?
Steph of Bongo can help with themes. I know as much about them as I do about quantum physics.

Hmm, my plain old rocket dock looks a bit barren compared to the fancy stuff you have. But it does the job since years. It's hidden anyhow.
So long as it work, right?

Most of the themes on WinCustomize you need Windowblinds to install them.

There are literally thousands of themes for Windows 7 here Browsing Visual Styles 7 on deviantART

You will need to do 1 of these 2 ways of Enabling custom themes for them to work.
Enabling Custom Themes - Windows 7
    Or
Theme - How to Apply Custom Themes
