Advanced Photoshop Magazine has Filter Forge v3 as a free offer this month. It is both a stand alone program and 8BF plugins. There are lots of filters built in, You can download thousands off their site, and there is an editor where you can create your own. It normally sells for around £250.

I actually don't use filters often, I've got the NIK collection that gives me all I need if I ever need something :)

I have to say that I don't either but free is free.
