With these specs I really don't think you are ever going to get the personal setting you want. It's barely enough to run Windows 7 Starter Default.

It's fixed!

I considered all of your suggestions and decided to try something -- I left Oceanis installed and also installed Personalization Panel. After setting up Personalization Panel, I was prompted to select "Continue" if I wanted to override the restriction that was causing the whole problem to begin with! So I clicked "continue" and lo and behold -- the blue background was gone and in its place were my backgrounds from Oceanis. I didn't quite believe it until it switched to another -- then another, etc. So all is well. Don't think you can't do things with a Netbook. Everything is running fine. It's not like I try to game on this thing -- I just use it for school and work, and I back everything up just in case. Thanks to all of you who provided input-- I really appreciate you!
