Can the white color background be changed in Explorer?

In Windows explorer, you can change the borders, the scroll bar, the text etc. etc. but all around those the color is white. I was thinking that perhaps in doing it a light grey (or blue, beige) etc. would be better.
    Why?
Less contrast would be easier on the eyes
Less white would be easier on the monitor
Less white equals less light therefore perhaps even may lengthen the life of the monitor.
Just a thought. So is it possible to do so?
I went to Control Panel -> Window Color -> Advanced Appearance Settings -> and clicked within the active window there to change color but it didn't seem to do anything.

    Change Explorer background

Yes it can be done and this question has been asked before. Read the entire thread here:

Note: A reboot may be required before the settings stick!
