    Control Console for Windows 7

I am setting up 8 stand-alone (there is no server) public access PCs with Windows 7 Home Premium 64 bit OS in our local community centre. It is a registered charity and I do the work on a volunteer basis and the charity can't afford to pay for expensive software. I need to set up each PC so that the public can use the PCs but can't make changes to them. Except for the Administrator account I wish to deny access to features like Control Panel and some other Windows options to the general public users who will use a "Standard User" accountnamed "Visitor".
Windows 7 does not provide these controls in the same way that Doug Knox's "Windows® XP Security Console" for Windows XP (Windows XP Security Console ).
A "Standard User" in Windows 7 is asked for an Administrator password to proceed with an action requiring Administrator permission whereas I want a straight "Access denied".
Is there a similar program to Doug Knox's "Windows® XP Security Console" for Windows XP written for Windows 7 Home Premium 64 bit SP1 which I can use?
Web search delivers zero hits but maybe someone out there can help.

    Group Policy Editor.
Network Administrators use Group Policy for domains to lock down computers

You might do a search for an alternative to Windows SteadyState. I also think Windows SteadyState is compatible with windows 7 but is no longer supported by Microsoft.
