windows gadgets wont work!?

Hi, i have just downloaded and installed windows 7 and its working great.
however i cant get windows gadgets to work. (i was using google gadgets before however this has compatibility issues)

when i right click and then click on the gadgets button i get a short message saying "desktop gadgets are managed by your system administrator" with no explanation on how to change this. i am the administrator and i cant seem to find the settings to change this? the same message appears when i attempt to download a new gadget. can someone help please??

    thanks

I believe the message is saying that the admin has prohibited desktop gadget in group security policy.

thanks. ive searched for group policy etc but it seemingly doesnt exist, i have alos downloaded the programme but that just says its incompatable.

i went into properties and changed the settings so all users should have full control over it. now when i open it windows asks me if i want to continue and allow it to open. i click yes but the same original message appears.

im not great with computers so im sure its something simple, but its very frustrating
