How do I change the visual effects in Windows 7?

My computer recently had a tune up. Well, when this happened, the person that did it messed with my visual effects. Does anyone know how I can change the settings to the visual effects? If I am not making any sense, then please let me know.

Here is a tutorial by Brink for setting Visual Effects:
    Visual Effects Settings - Change

A "Tune up" often causes more problems than it solves.
Do you have a System Backup Image or Restore Point from before the "Tune up" ?
Can the person that did the tune up explain exactly what they changed ?

Basically, what he did was clean it up. He removed a bunch of stuff that I didn't need, as it was running slow. That's what I call a tune up. Thanks for the link that Brink created. I'm working on it now.
