Need a keyboard program to customize F keys + more

I want to set the F2 button to perform a Copy or Ctrl+C and the F4 key to Paste or Ctrl+V. Those keys are currently nothing and I want to make use of it since I copy and paste frequently.

What are some light keyboard programs that can do this? or better yet, is there a way to do this without a program like a script or regedit?

I don't know of any way to do it with scripts or registry edits, but you could try this:

The alternative is one of those gaming keyboards with assignable function keys, like the Logitech G510 or G710. I use a Logitech G710+ and I've assigned my macro keys with cut/paste/copy, etc. It works great.
