Reducing DPI causing problems displaying fonts in dialogue boxes

After reducing the DPI to 90% of normal (from 96 to 86) through the registry editor, most things seem to be working fine, with the exception of the font type & size inside some Windows text boxes. It comes out in an archaic system font that's also too large and tends to exceeds the window size. Included is an example.

I tried a few things like making all these consistent:

LogPixels in
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\FontDPI
HKEY_CURRENT_USER\Control Panel\Desktop

AppliedDPI in
HKEY_USERS\.DEFAULT\Control Panel\Desktop\WindowMetrics
HKEY_CURRENT_USER\Control Panel\Desktop\WindowMetrics

Also, in WindowMetrics & Font Substitution, I tried setting all fonts to ones that didn't appear to have problems rendering correctly.

I'm clearly a novice at this, so are there things I'm missing like other font or sizing settings that can be adjusted to fix this issue?

How control Dialogue boxes zooming/fading in and out?
With an Aero theme dialogue boxes, menus, and open program panels kinda zoom or fade into and out of sight when you open or close them. Is there a way to have them just appear and disappear without the animation and without messing something else up? Thanks all.
