Right Click Menu - Restrict access

Right Click Menu - Restrict access for file or folder, same as - "Take Ownership"

2 formats:
1. In one Sub menu "Take Ownership" + "Restrict access"
2. Apart menus

"Restrict access" type
all-5-type-full, for all users(way to back it)
all-5-type-full, for current user
all-4-type but not full, for current user

Can I restrict access to the file only to one user (with administrator permission)? Even if another user has administrator permission. ps it is about system file Windows\System32\drivers\etc\hosts if this is important.

How to restrict write access to C: root?
I come from a linux background, where users by default have write access only in their home directories. In the Windows 7 default setup, however, I can create folders at will in the root of the C drive. Is there a way to restrict write access to the root directory?
