Way to change the "starting windows" and "shutting down" text

I have searched online but haven't found a way to do this. The only thing people suggest is putting on a custom legal notice (not what I want) or changing the "welcome" message when you login. (not what I want either).

I want to be able to change the text which reads "starting windows" when windows is starting up and "shutting down" when it's, you guessed it shutting down.

Is there a way to do this?

    In expectant gratitude,
    Richard

Thanks a lot Brink. Do you know which of those files controls the "Starting Windows" text?

Use https://www.askvg.com/change-windows...-boot-updater/ I tried it and it changes the "starting windows" text and stays after reboots, if it get changed in the .dll it breaks startup and goes into repair.
