I have tried changing the registry values mentioned in the linked question to no success.

Disable Flashing Taskbar buttons or icons in Windows 10/8/7

i use dual monitor.

TuneUp Utilities used to have a checkbox to Enable/Disable the Taskbar Flashing buttons.

Today, unfortunately, this Software has been discontinued.
