When I install the latest updates my desktop background goes black

I installed a 1TB SSD and cloned it from a 500GB SSD. Worked perfectly. But after installing the latest updates the desktop background goes black. I cant change it by selecting a picture. After selecting the picture and hitting 'save' it just returns to a black screen?

Tried recloning several times. Always the same after installing updates. Any ideas.

    Hi,
If it is the same problem,
you might be able to create a new user account, and change desktop background from within the new user account?

the fix was also available in the KB4539601 preview rollup update. also released the same time as the KB4539602 update.

unlike KB4539602, KB4539601 is available from WSUS, MS Update Catalog & thru windows update (WU)
