Windows 7: Changing picture position for background?

Changing picture position for background?

I've repeatedly attempted to center, fill, fit or tile an image I wanted to use as a desktop background, but the changes do not take place. I can get the picture to be my background, but that particular change will not work. I'm able to change my theme in every other way, however. I've tried multiple pictures and each of the ways to change the picture position, but nothing has succeeded. I'm using Windows 7 home premium.

Any suggestions?

Background "picture position" respected only on primary monitor.
Some background first. I have three 1920x1080 monitors. The central monitor is Landscape. The two side monitors are portrait, used for working with web browsers, code, communication . . . I find it easer to deal with large amounts of text in portrait, where I can continuously track a lot of text...
