See if running a sfc /scannow at boot to restore the system file that was modified in the method you used back to default may help.

I tried this but I got to the part about Desktop and you're supposed to click on permissions and I couldn't find it and I couldn't continue

When I typed in the path I forgot to type ".jpg" at the end. I went back in and tried to add it to the file location but I just get an error message that says: "Cannot edit Wallpaper: Error writing the value's new contents." The Desktop is now completely black. All of the settings are still staying, ie: everyone....
Can you please tell me how to fix this??

See if you may be able to change the desktop background in your Windows 7 Starter edition using either method in the tutorial below instead. When you change it using the method below, it should also change it in the registry for you.
