how do i create a second taskbar on the top?

i want a second taskbar with links to my folders on the top of the screen but i can't figure it out, anyone help. i can create a new toolbar by right clicking on the bottom taskbar but i can't drag out the contents to the top.

i dont think you can create a second taskbar in windows. try using a dock-like application such as objectdock or rocket dock. Both are free
