Nothing you can do natively. Look for programs like Window Blinds, and check out the thread where people post their desktops for leads on where to find these gadgets.

I'd swear it was something running KDE4
It's samurize. To make your desktop like this, just download the app, read huuuuuuuuundreds of books about samurize and start making all this gadgets, or just go download them ready (samurize doesn't needs much CPU!!!)!
(Not saying it is these but check them out)

windows - Lifehacker lifehacker usually talk about stuff like this, just search for simple stuff like "Theme" or "desktop" or something.
But yeah, it actually could be a KDE platform desktop, or an Ubuntu one for that matter, seen it done..
But I dunno, I'd never want my pc to look like that. That looks pretty messy anyways, and un-resourceful.

Not Windowblinds! I am guessing what happend here :
Taskbar is hidden; a free start menu is placer in the top left corner insted.
Few gadgets are placed on the start menu to hide the programs list. Physically it is not possible.
two circle docks placed on two top corner with osx icons.
The bar at the bottom is rainmeter.
Its a manipulated scene to obtain screenshot, man! wouldn't be easy to work with

The start menu weather app IS "Start++" by BrandonTools
The superbar LOOKS like an Aston Theme.
The quadrant shaped looking launcher MAY be an early version of CircleDock
I remember seeing all this stuff when Vista service pack 1 was out. I know the attachments for circle dock and AstonShell are not exact matches for what you want , but its just to illustrate what they do. You will need to hunt down individual skins on the relevant sites and install them into each app.
