Home Premium CAN'T CHANGE WALLPAPER!

    start>right click computer>properties

    in the open window under Windows activation it should say Windows is activated

    I did this, went back to personalization and picked a wallpaper, and BANG! it worked.

    It looks like this file is where windows stores the current background. If you change the background, this file changes. I think the permissions on that file got messed up, stopping Windows from reading/updating it.

    Welcome to the Seven Forums

    Did you try deleting TranscodedWallpaper.jpg as posted above?
    C:\Users\<username>\AppData\Roaming\Microsoft\Windows\Themes\TranscodedWallpaper.jpg
    AppData is hidden use step 3 of this tutorial to unhide it File and Folder - Hide or Unhide
