ah its animate min and max windows, problem with me is that if i enable them, they stop working after a while. Every time I enable them manually. Quite annoying, any solution?

Roll over effect
Sometimes while surfing, when I roll over a picture or link it opens that link without me doing anything. Can that be adjusted so that I have to "Enter" or clink to go to a link,etc. Thank you for any assistance.
