Hi RBCC,
Are you trying to change the background image/color of the main Explorer window pane? (white area?)
If so, you may be out of luck:

After you click "all Programs" on the startmenu, there is a white screen that shows up with all your programs on the system. I am trying to change this.
After you click "control panel" then control panel shows up with a white background screen with whats in control panel and icons, I am trying to change this background.

Yeah, that's what i meant by posting those links. Unfortunately it looks like nobody has yet figured out a registry edit that allows you to change the background of Explorer windows (such as Control Panel) or the 'All Programs' list in Start menu. If I ever hear of one, I will try to remember to post back here and let you know.
