I've unchecked everything except 4 items under System Properties/Advanced Settings/Visual Effects. Is there a Group Policy setting or some other way to lock down those Visual Effects settings so they do not change? In the course of installing various software and maybe by doing something I'm not...
So what do these visual effects do: Fade or slide menus into view, Fade or slide ToolTips into view, Fade out menu items after clicking, & Slide open combo boxes?

RIght, I have used VLC for years now and not run into any issues but I seem to have an annoying issue at the moment.

On my Windows 7 all of the windows and desktop background seem to have some type of visual problem... Like the pixel looking mesh of things. A lot of times images kind of blur together too... what should i do about this ?:(
