Icon Program

I am almost done perfecting my computer, but I need a good icon changing program. Icon Changer was good, until I realized that it was a trial version. Does anyone know of any good freeware programs for changing windows icons into custom ones.

I think Old Good Freeware - Icon Phile might do the job but it doesn't let you change the icon of a specific file, only a file extension or folder etc.

Cannot open program from icon
I use Windows7 64 bit on a Dell. When I double click on a desktop icon, it just hangs. I have to do a ctrl-alt-delete to bring up task manager in order to get the program to open, which it then does open. How do I get around this???
