When the Eagle is downsized, He looses his Sparkle and some Sharpness.
I've tried to enhance it some .. Can you use this one ??

Not sure about animating it ..
But to make it look more like neon lights, brighten the colors and add an outer glow to get this effect ..

The only realistic neon animation effect I can think of would be to make it look like it's ready to burn out .. Random Blinking

Create the neon tube on another layer .. and randomly turn it off ...
Like the neon tube is having trouble staying lit.
I was just looking at the windows Logo .. Thinking about making it look like a neon lite.

That would be a good place to make it look like it's ready to burn out ..

A good tutorial to find would be a quick way to construct a neon tube ..
Now that you got me thinking .. I could use it in other places.
